I think the idea was acknowledgement of a common cultural background. In
many ways Kraftwerk are fathers of (Detroit) Techno, and for them to not
play at the festival could be seen as not really rising to the potential of
the combination. 

Perhaps they're more removed from the world we inhabit than we think. Or on
the other hand, as already mentioned, there may be technical issues we're
unaware of.

The possibility of getting George Clinton on stage for a jam must be
enticing, surely... :)

Why should Kraftwerk care about playing Movement?
Their music may mean a lot to many of the attendees and the performers at
the festival but I can't see how they might think that they 'owe' Detroit a
cheaper performance because of that.
