I think the idea was acknowledgement of a common cultural background. In many ways Kraftwerk are fathers of (Detroit) Techno, and for them to not play at the festival could be seen as not really rising to the potential of the combination.
Perhaps they're more removed from the world we inhabit than we think. Or on the other hand, as already mentioned, there may be technical issues we're unaware of.
