that's where these organizations overstep the line -
RIAA really only represents the large media conglomerates. Small labels
have little voice within their halls.
Is there any independent recording industry/artist organization that truly
represents their membership base?
Creative Commons is probably the best and most democratic imo.

Put simply if you have copyrighted music in mixes on your website be
prepared for a nasty letter from the BPI/RIAA/whoever thinks they have
the right to enforce this/etc
Remember Emotionelectric.com? That's what happened there. The site was
totally non-commercial too and it makes no odds if the music you play is
all from small independent labels that will never see a penny from the
money in licensing that they will try and get from you for having mixes
on the site.
Podcasts are no different afaik
