the fix means that the transition to 48-bit addressing happens
1 sector sooner.

the reason for this is when the size of a device is reported, the
max lba + 1 is reported, not the maximum lba.  thus a 28-bit
device reporting fffffff would not be able to address sector
fffffff; the last addressable sector would be ffffffe.
