I wasn't actually presuming to suggest a "solution" to anything. Indeed there is in fact no "solution" as far as I can see. The previous use of ! as a line break and as !trill! etc is inconsistent, and a program needing to read existing abc files can make guesses but never be 100% certain, about which is intended - particularly if lots of new things are going to be admitted between !...! in future. Thus *any* definition of a standard will make some old files non-standard. But we need a definition of a standard.
