That's exactly my point.

Here's some music:

Now, where is the 2nd repeat to go back to? It *might* well be the
beginning - the music notation has to be explicit. Either it's

.... | .... | .... :|
|:.. | .... | .... :|

or it's 

.... | .... | .... :|
.... | .... | .... |
.... | .... | .... :|
.... | .... | .... |

Remember cut-and-paste is easy in abc tunes so maybe we should do away
with repeat signs entirely <g>
