yes, visually challenged bank employees can be used to check the real
working condition of their local talking ATMS.
once, the new grade B officer and my friend bhupendar asked RBI
governer about the poor availability of talking ATMS.
he was told that RBI has mandated to have talking facilities in all
newly installing ATMS from july first 2015.
they are satisfied with issuing circulars since they have no enough
man power to check its implementation level.
so, we have to check and raise the issue again.
