The efforts of you and your friends is commendable.
We now at least have multiple ways of finding out which ATMs are claimed to be "talking" by the banks. If the banks claims are not correct we have to ask their management and not you. There is no way you or your friends or for that matter visually impaired community can validate the claims of the banks before publishing and that too on a voluntary basis.

Without the database which you have created, I did not have any easy way of knowing which ATMs are accessible even if some of them were in my neighbourhood. And I know that there are issues in maintenance of these ATMs since we have one in NAB Delhi premises here. The technicians are not aware of this new feature in the ATM industry and are not able to maintain it at all times.

In my www.GoodFoodTalks.in web app I am providing addresses, phone numbers and menu of restaurants based on the information published by restaurants. If someone visits the restaurant and finds differences in menu, prices etc. then I cannot take responsibility. I can at best update my website when I get the new information from the restaurant or any other source.

Please do not be discouraged and keep up the good work. You are providing an important service which should have actually been done by the banking regulators or the banks themselves.

1. From day one i.e. 15-February-2014, this website locator service launched at the Access India Convention at Delhi, we have disclaimer information on the site as “This initiative of ‘Talking ATM India Locator’ website is a voluntary and non-commercial/not-for-profit endeavour. At present Talking ATM site search database contains total ... Talking ATM addresses from ... banks in India. Few banks have made available their Talking ATM locations list on their website and others have officially shared with us for building this site’s database. Our core idea is to develop a database of all Talking ATMs in India installed by nationalized, private, foreign and cooperative banks. *We are not liable for any type of mistakes or the authenticity of the addresses as we have merely replicated the list of Talking ATMs. This website is mainly a quick and easy search tool for various platforms and devices.”*


2. All the addresses uploaded are officially provided by banks. We have built up locations database from banks’ website those who have updated on their site and through email communication by banks to talkingatmindia as a central repository. Site’s footer banner mentions last database and site update date.


3. Talking ATM India site is not supported by any NGO or any corporate. It is self funded service by the founder members which is renewed every year. Its developers are visually impaired persons Saidarshan Bhagat and Sameer Thakur. Similarly Sagar Sodah, our list member invested in developing and ruining android app “Talking ATM Locator”. We are putting our money, resources, time and expertise to run this voluntary community service.


4. Talking ATM India is just a locator service like M-indicator, Zomato and many such ventures. There are various restaurant and contact discovery services which are dependent on the data providers and regular updates.


5. Talking ATM India is infact helping banks and blind community on RBI directive dated 13 April 2009 circular “Banks may also bring the locations of such talking ATMs to the notice of their visually impaired customers.”


6. Important fact is ATMs regularly face breakdowns so today an ATM which is perfectly working in accessible mode tomorrow due to maintenance or new software installation or shifting can become a non-functional talking ATM. Also at times engineers do not install the special voice guidance program in the ATM machines.


7. Because of locator we can visit and test ATMs otherwise banks are not even publishing addresses but submitting data to the central bank that they have followed directive of 1/3td talking ATMs. Now we can lodge complaints with banks and central bank on partial talking ATMs as we know through locator banks’ talking ATM locations.



8. Fact is accessible ATM can only be verified with actual usage with a standard 3.5 mm headphone.


9 . A key fact is there is less usage by V I persons of this accessible ATM technological solution. At the same time there are regular users of accessible ATM.


10. Talking ATM India’s advocacy efforts succeeded to get Citibank talking ATM locations on their website which was initially not made by them. Same case was with HSBC. Our follow-up forced them to have a list published on their sites. Today HSBC has a separate link displaying Talking ATM
locations.   Talking ATM India educating users by making available
resources such as audio demo and accessible user guide and circulars on its resources page.


11. Because of talking ATM India today we know addresses of Bank of Baroda, Corporation bank and Standard Chartered Bank talking ATMs as per bank’s
declaration. The list we got through email communication.   We can test,
verify and report.


12. List members can search number of mails sent by me in the past 4 years updating on talking ATMs and in every mail my request to give feedback and
urge to use talking ATMs.   We do get few such mails to mail id
talkingatmin...@gmail.com and we do act on these with best of our capacity. E.g. a month back got a mail from one member on non-functioning of HSR layout, Bangalore talking ATM of Union bank and one more Standard charted. I have personally worked to get Union bank machine functional for talking feature. For other banks we request to lodge a complaint. One more mail to A I list dated October 15, 2015 at 8:10 PM with a warning “Please note this site and app has addresses of talking ATMs for the blind as per banks’ data but not any confirmation about their functionality.”


13. We put in laborious efforts to create accessible and uniform database of banks locations with PIN and addresses. For example: Citibank has published locations with a symbol which is not at all accessible for screen reader to distinguish, SBI had list on its website to be filtered by state
and then district without option of PIN or area wise filtering.   Union
bank has a pdf file.   Because of search function on talking ATM locator at
least we can search very easily by area or by PIN any bank ATM and our android app allows added search option by bank.


14. RBI circular wordings “talking with Braille keypad“ have given escape route. So partial talking ATMs are termed as talking ATMs. Because of talking ATM India locator at least we can test these and report to banks.



15. This is our genuine efforts to help our friends, to spread awareness and promote accessible ATMs in India. So we are looking for support and constructive feedback. One such feedback we got is a link for experience sharing which we are adding on the site and will be available from the next week. We are also brainstorming on building database through crowd sourcing. We have plans to have i-phone app or web app and enhanced features. Our advocacy efforts are ongoing to get addresses from more banks.
