No eligibility. Any person having a valid ID proof as per RBI norms can get a Green Remit card. Its not even required that the card holder should be the account holder. For example, if I need to deposit Rs. 1000 into Sachin Tendulkar's account, I can take the card in my name which can be used to deposit money only into Sachin's account. Unfortunately, debit cards issued to visually challenged in that category can't be used at Green channel counters for withdrawing or depositing cash. That was surely the case sometime ago. I don't know the case now. In fact green channel counters is one of the safest ways to operate the account for a visually challenged.
