Dear Asif bhaiya,
The usage of this card depends from state to state. For instance West
Bengal doesn't even issue UDID and they have their own state card.
The longterm plan is to make this as a universal disability identity
card for availing all government benefits. Few states have done so, and
many are still lagging behind.
Even at the central government level, there is no consistent opinion.
For instance, railways still requires people to possess their own
concession certificate + EPIC.
Not sure if this card was declared as an officially valid document for
the purposes of PML rules.

Basis my own experience in Maharashtra and collective inputs:
1. Initially UDID generation used to take anywhere between 1-2 years,
which is now reduced to a few months; Legally, any application for
such
a certificate aught to be disposed off in a month.
2. Even as of today, while your number generation process has
streamlined a bit in terms of the timelines, however the printing and
dispatch takes long time. Certainly a few months.
3. There is no way to update your profile, change address, etc. once
you
have your UDID generated. The update profile link on the website does
not allow you to update any detail.
4. This card should have been converted into a smart card including QR
etc. so that it could be machine readable and would have been easier
to
gather data.
5. People in multiple states still report that despite introduction of
this lengthy process, people are able to get UDID cards even without
meeting eligibility norms. I won't be able to reveal the source for
this.
