It is very much available to VI, and is called: HP quota. The arbitrary denial can well be countered by compelling them-railway rank and file-to enter the data in the system for booking and selecting hp quota. The system accepts it duly. However, I am afraid if they are not willing to key in the data in system, a blind person single handedly can not prevail upon them to do so, practically speaking and the issue should be taken up at higher levels of the concerned station by advocacy groups and awareness spread.
