Friends I am not at all amazed at the utter confusion prevailing about various facilities to disabled in Indian railways. So, following points are offered to clarify the matter:
1. Blind concession and HP quota are two different things: blind concession is available in first and second AC. at rate of 50% and is called handicapped higher class concession, and in third AC and sleeper class at the rate of 75% for both self and escort on production of valid railway concession certificate, and is called blind lower class concession. HP quota is a quota of two berths available only in sleeper class to the disabled persons including blind. Due to its terminology it is arbitrarily denied to blind travelers as rightly pointed out. they interpret the word handicapped as meaning only orthopedically disabled. So, we should insist on uniform nomenclature. Besides, a blind person can get concession in any class, and even berth in HP quota in sleeper class without escort unlike orthopedically disabled. 2. The handicapped or disabled coach is an altogether different coach of four berths attached at the extremities of wrack with a lot of lacunae, as said. 3. However, recently, railways is further confusing the matters by extending the scope of hp quota even to reserve those four berths in disabled coach, whereby two undesired things result: a. the person getting berths in hp quota may get them in regular sleeper class or in disabled coach. and b. the status of that disabled coach is reserved as well as ordinary, which results in chaos. 4. All this is in addition to arbitrariness which reservation clerks and supervisors indulge in, because any wrong issue of concession tickets is penalized by recovering the differential amount from their salary. And all this is again in addition to indiscriminate entry into disabled coach by all and sundry and greed of GRP AND RPF in expelling them at the precise moment of departure of train. Situation is slightly better in south, I think.
