This is the alternate result, until the reshifting common staff room in 2nd building. The idea of establishing separate staff room for VH teachers has been made after almost 8 months from shifting the common staff room in third building from second building and no VH person can come from that building to any other building without taking the help of any other normal person, while VH person can go freely to second building from principal office in 1st building in normal circumstances, although in rainy days, it is also not possible.
Regards,
Rakesh.

Yes! we have separate Staff Room officially only for VH teachers, although at present, unofficially, two nearest normal colleagues are also sitting with us. Actually, in my school, there are several alternate staff rooms have also been running in sports room, yoga room, examination room, three science labs and library except common staff room since long time. Further, for your kind information, having our strong protest, the common staff room was shifted in third building in August 12 of 2008 from second building. The distance between second and third buildings is very much and way between both buildings is not accessible due to having several mud, gutters incomplete road. non of us (VH PERSONS) can move alone between both buildings. My most classes were in second building and six continuous periods of six sections of classes 11 and 12 of 606 students, so, I had to suffer more than other VH colleagues. Therefore, after shifting common staff room in third building, Finally, my written procedure had begun against school authority at higher level with demand of reshifting the common staff room in second building after failure of our personal talk with them since last of August of 2008. But, unfortunately, I haven't received any positive response from higher authorities of our department till first week of April 2009, although surprisingly an objectionable show cause notice from Deputy Director of Education (North-East) had been served to me on dated 04-04-2009 in response of unknown complain of my school authority with wrongly supposing my three false convictions in advance: irregular in my classes, busy in my mobile during school time and misbehaving with my students.

I sent the copy of reply of show cause notice with enclosing with several previous written request letters before Hon'ble LG of NCT DELHI with mentioning some important facts:

Firstly, I should not be convicted by any authority before giving me opportunity to defend myself. Secondly, No information has been given to me by any authority about any complain against me till date.

Thirdly, norms and guidelines under CCS conduct rules (1964) has not been followed by concerned authority in this matter.

Fourthly, Non of any step has been taken till date by any concerned authority to minimize extraordinary burden of teaching six sections of classes 11 and 12 of 606 students from me.

Beside of it, I sent following letter to all concerned authorities on Dated 13-04-2009 with five requests:

SUBJECT: REQUEST FOR ISSUING STRICT DIRECTIONS FOR MAKING PROPER ARRANGEMENT OF CLASSROOMS AND OTHER LATEST SYSTEM ACCORDING TO MAXIMUM CONVENIENCE OF

VISUALLY CHALLENGED AND OTHER DISABLED EMPLOYEES IN ALL GOVERNMENT SCHOOLS (SPECIALLY IN GBSSS SEEMAPURI-1106009) AND FOR APPOINTMENT OF SPECIAL OFFICER

FOR LOOKING MATTERS OF DISABLED EMPLOYEES AT DISTRICT LEVEL.

HON. SIR / MADAM,

I want to draw your kind attention on following problems relating to disabled specially for visually challenged employees (who are working in different

GOVT school of Directorate of Education of NCT DELHI):

_FIRSTLY, Nowadays, Almost every Government school has computer facility for completing school works.

*_But, there is no special arrangement for visually challenged employees, who may properly use this facility for completing their school works and study

purpose for the benefit of their students.

*_Secondly, Some schools are still running in more then one building like:

_my present working SCHOOL "GBSSS SEEMAPURI (CODE: 1106009)" is presently running in _FOUR buildings: ALL OFFICES ARE IN FIRST BUILDING, CLASSES 12 AND

10 ARE IN SECOND BUILDING, STAFFROOM, LIBRARY AND CLASSES 11, 9 AND 8 ARE IN THIRD BUILDING AND OTHER CLASSES ARE IN FOURTH BUILDING.

_Due to having above type of arrangements, visually challenged employees of these schools are greatly suffering and _mostly none of concerned authorities

of our department are taking proper interest to resolve these type of very inconvenient for us at school level or Zonal level even though district level.

*_Therefore, it is humbly requested you, to kindly give strict directions to all concerned authorities of DIRECTORATE OF EDUCATION at all level for taking

appropriate and effective steps SUCH AS:

*_FIRSTLY, IMMEDIATELY ARRANGE THE CLASSROOMS AND OTHER SYSTEM IN SCHOOL LEVEL ACCORDING TO MAXIMUM CONVENIENCE OF THEIR VISUALLY AND DISABLED EMPLOYEES

*_SECONDLY, PROVIDE MAXIMUM LATEST SPECIAL FACILITIES TO VISUALLY CHALLENGED EMPLOYEES INCLUDING USING INTERNET FACILITY IN COMPUTER FOR THE INTEREST OF

THEIR STUDENTS AND SCHOOL AND ALSO FOR IMPROVING THEIR STANDARD LEVEL ACCORDING TO CURRENT DEMANDS.&

*_THIRDLY, THOSE SCHOOLS ARE STILL RUNNING IN MORE THAN ONE BUILDING, A SEPARATE ROOM SHOULD BE PROVIDED TO ALL VISUALLY CHALLENGED AND OTHER DISABLED EMPLOYEES

IN THOSE SCHOOLS IMMEDIATELY _IN NEAREST OF IMPORTANT OFFICES AND THEIR CLASSES.

*_FOURTHLY, TO KINDLY APPOINT A SPECIAL OFFICER AT ZONAL LEVEL, DISTRICT LEVEL AND DEPARTMENT LEVEL RESPECTIVELY FOR LOOKING TO ALL MATTERS RELATED TO

DISABLED EMPLOYEES.&

*_FIFTHLY, ANY OTHER POSITIVE AND PROGRESSIVE DIRECTIONS AND PROVISIONS ESPECIALLY UNDER PWD ACT (1995) FOR MAKING ACCESSIVE AND FRIENDLY ATMOSPHERE FOR

DISABLED EMPLOYEES IN THEIR WORKING PLACES LIKE SCHOOL AND OFFICES.

Respectfully Yours,

As a result, a short meeting between Education Officer Zone 6, my school authority and me was held in April 16, 2009 in some following decisions were taken:
1. My all classes will be arranged in second building.
2. The common staff room will be reshifted soon in previous building, until a separate staff room for VH employees will be arranged in second building. 3. Guest teachers of Political Science will be appointed soon for minimizing overload of six sections of classes 11 and 12 on me.

After all, in July, all classes of all VH teachers have been shifted in second building after getting ready by both Junior colleagues that they will have no objection to take only two sections of class 10 and three sections of class 9.

However, an enquiry has been set up on July 3 at departmental level under IEDC (integrated education for disabled children) on bases of my above mentioned letter dated 13-04-2009 specially for considering making some other arrangements. I have submitted my reply to that enquiry committee on August 02 with some objections mainly that this matter related to working VH employees can not be tackled under IEDC. More details may be shared publicly or personally or after getting response from any interested friend.
Regards,
Rakesh.

Hi,
Everything seems to be working towards a better tomorrow. Only one thing I
am not sure of Rakesh.
Should you have a seperate staff room for the visually challenged teachers? I would like to know what others think. My present thought is that maybe it
is convenient but is this not exclusion and segregation.

Hi,
Thanks and same to you and also other teachers / professors
In one hand, Being a teacher of political science, this should be my very first lesson for all my students to aware them about their rights and duties and specially how to use their rights with obeying their duties too. In my
opinion, this is the main challenge before us.

But in other hand, due to having visually challenged person, at present, I and lots of us have to face various problems in our working institutions,
society and even our own family too, specially for getting equal
opportunities with dignity and honor, making our personal identity for
positive works etc.

However, We must have to fight more against different type of exploitations with firmed decision and extraordinary patience because we are in minority and our any harsh behavior may give wrong message to any part of society,
who use to try to generalize our any weakness with whole community of
Visually challenged persons.

Here, I would like to share some recent positive results with all of you.

May be, some friends know this fact that my nearest bank "Bank of Baroda"
Dilshad Garden Branch Delhi refused to provide me ATM/ Debit card and
internetbanking facilities in August of last year. Now, after long positive fight against the negative attitude of the bank and interference of RBI (NEW
DELHI BRANCH), my bank branch has issued me ATM/DEBIT CARD on today,
although struggle against delaying for providing internetbanking facility is
still continued.

Another news, my present working school is running in four buildings and in where, we four Visually Challenged teachers are working at present. We all
VH teachers have been compeled to take our classes at least in three
buildings since long time.
After completing long writing process to higher authorities of our Delhi
Government, all classes, to which we VH teachers teach, have been shifted in one building and one separate Staff Room has also been alotted to us in same
building in July of this year.
Regards,
Rakesh.

Treasure Trove of Books

Deprived of eyesight,
Milton didn't falter.
He reached his height
With Paradise Lost,
And Paradise Regained, later.

Books galore await your pleasure,
A feast for the inner eye.
Dive for the bountiful treasure,
Savour the thrill to the full,
Till you reach as high as the Sky.
