I think the best way forward here is to befriend or bribe a lineman to get 
the job done. Approaching BSNL through Official channels may not yield 
results. Another alternative is to switch to an Airtel connection.

I enquired of filter for broadband connection. I note, as Rohiet told on the
list, a splitter works as a filter. So, I am afraid, I have to look forward
