There must be Rikshaw Union in the district,do find its president's number/address and lodge a complain. Moreover, have a word with the transport supervising authorities in the district,you could make a visit to district collector office,by lodging written complain,I wish officials would respond positively. Otherwise no alternative: one could merely lament and regret.
