I'm not sure what you by that...
One option is to have special flag in booting kernel which prevents
non-essential battery/thermal(?)/ac from installing.
Second option is again in booting kernel -- release ACPI GL unconditionally
(wait for it to become free ?) before transferring control to resume kernel.
Could do elaborate your idea? patch or idea of it would be good :)
