When DNS is on the network, users can't PING?  Since when does DNS have anything to do with PING?  Can you do what you need to do without using the fqdn and instead using the IP address?  If so, is that because you can't resolve names properly?  If so, what is the expected behavior, and what is your DNS topology (i.e. forwarders etc)?  Does your firewall allow such traffic (forwarders et all from this new machine?)?

DNS is Windows and is running on the DC.
