Most people want to scratch their itch, and if you scratch it by writing a proposal, your itch can, perhaps, be scratched too. But if you don't write that proposal, nothing will happen, and maybe your worst fears will come true, through your own inaction. It's best that those who see a problem, are the ones to attempt addressing it. -- Jan
