Absolutely, and therefore I suggest that since the above appears to be a
big problem for you, that you write down a proposal that will handle this
particular problem.

Most people want to scratch their itch, and if you scratch it by writing a
proposal, your itch can, perhaps, be scratched too.

But if you don't write that proposal, nothing will happen, and maybe your
worst fears will come true, through your own inaction.

It's best that those who see a problem, are the ones to attempt addressing
it.
