All these words about IPv4 "exhaustion" and evil "abusers" is just a screen to 
reach some goals for some group of people.

I think all sane people understand it perfectly.

We already see some consequences of this proposal even BEFORE its acceptance 
(as Petr Umelov wrote): request count for IPv4 allocations has grow.
