The problem with getting funds from LUGs is that some lugs don't collect
money now and are not established to collect money. 

ELUG attempted to form an official group but the membership voted the
idea down. (From what I understand anyway, Blaine or Maurice would know
the details) Members want the lug to be free and remain free. So anyone
expecting ELUG to fund CLUE directly will be disappointed. 

For those who think this only applies to small lugs, ELUG is one of the
bigger LUGs in Canada.
