I don't know if Blaine would know, but I do. ELUG does not want to become formal. We started the process rolling to establish a related, formal group; but the government kept balking at the name. The process got stalled at that point. Even if this group was finally formed, it would only be there to help support ELUG in those few moments when some kind of legal entity would be useful.
