Even though you say you were running only PPro at the time, many unused
routines are memory resident. In the past there have been those who advised
disabling every startup module they could think of that isn't needed, then
restart the computer, thus leaving more memory available for the
application. However, this little trick is marginally effective; the amount
of memory saved is a fraction of what is really needed.

Another possibility is that once you get to the File > Export > Media >
Export Settings window, drag the time handles (below the preview) to include
only the first third, finish it, then export again only this time drag to
include the middle third, etc. I've never tried this but it seems like it
should work. Of course, now you have multiple exported files which you may
or may not be able to live with. 

Also, avoid effects and transitions on the video - plain-jane videos require
less memory since effects etc. all need to be memory resident at the time
each final video frame is constructed.

These are all klutzy work-a rounds, sorry.

Thanks Lee, that might be it, altho I was only running PPro at the time. 
I have 2GB. I cut the file down to 2 smaller ones, and it happened again. On
another try, it worked. When I was encoding in Encore, the same thing
happened again. The last file, not the longst by any means, stalled. On
another try it worked fine.
