I am not Mr Adobe and have nothing to defend here but
I am not so sure whether this is entirely a Premiere problem
or possibly also has to do with the computer configuration.

Two of my friends have been capturing and editing HDV footage
for a number of years without any audio sync problems.
The one is using CS4, the other one has now changed from Pro2
to CS5.

This problem has come up a few times but I can not recall that
there was ever a definite solution to it. That is what makes this
whole computer business so weird - the same things work on one
machine but not on another one.
