Adam, e-mail something like the following letter to everyone in the building or at least on the floor. Make sure he knows he is 100% responsible for everything that happens on his Internet. We don't get too much sharing, but get the occasional person renting a second house on the property. We always advise the current owner to not share the service. Explain to the owner, if we get an inquiry from law enforcement, we will give them the account holders information. When the FBI kicks their door in at 3am, it is now up to them, the FBI and the guy living next door to sort it out.
