many devices now are isolated, you can check the router case to each
terminal +/- on the input and see if any are referenced, if not it will
work on -48 or +48. For example the ccr1072 and now ccr2116,2216, etc have
a '-48v' power supply, but it's actually isolated and worked on either.

48v is 48v, as chuck said the only difference is which side +/- is grounded
to the rack, tower, etc
