Last time I was in SLC, and walking the sidewalk in February, the biggest issue was being able to breath. SLC is in a basin, and they often are in a thermal inversion at that time of year. All the smog settles in around downtown. Sure it's colder than Miami, but not like International Falls (http://www.mnn.com/earth-matters/climate-weather/photos/7-of-the-coldest-places-in-the-world-to-live/international).
