Belgium is a small country which has problems with different cultures by themselfes.
They are half netherland and half french and a very small part speaks german. They dont speak the same language! They got problems to build a government. This goes back until 18xx. Some countries should split and the parts should be part of EU to keep things together without hating each other. Having an islamistic szene in this situation is a very bad thing as they have problems enough without this nobrainers killing themselfe to kill others. Sounds like the Belgians have been brewing something like this for a while. Pardon the pun, I didn't realize it until it was already on the screen. They either were willingly looking the other way while areas of the country were radicalized, or they didn't have the resources to do anything about it. They were safe from the threat for a while, but then when they had to crack down due to people from these neighborhoods committing atrocities elsewhere they were in a very bad place from a retaliatory perspective.
