Seems like somebody else could bid that lower if that's the only reason. Maybe they went in knowing they would be the only bidder?

I would agree. Most likely a vendor upsale for no good reason. Especially when considering that most of those water utilities don't know anything. Also likely part of a much larger upgrade project so as a percentage it is tiny. Last update we did on our water system was 1.2 million.

Considering the cost differential on 4ft dish vs 2ft dishes and the structural / labor involved in mounting them, I think someone is maximizing their pocket book return... I cannot come up with any technical reason ....
