I think those issues are vague at this moment.

I guess the real question is what is the penalty for including an
address that you can't cover, or don't know for sure that you can
cover?
What is the criteria for serving an address? I can provide service
just about anywhere for the right amount of money...

Well, if you want a chance for gravy, you either need to claim the
turf based on what you know of the area and desk top surveys like
Radio Mobile.
Or just say you cover it not knowing if you do or not.
Or, don't claim it because there is a lack of certainty.
Or you can spend the time and go out and actually do a signal survey
of every single address.
Whatever your level of scrupulosity dictates I guess...
I am certain that any opportunities will pass over unclaimed turf.
Personally, basing it on current customers and radio mobile, I would
have no guilty feelings claiming adjacent turf.
You only have to say you can serve it within 10 days of being asked.
That gives time for roof top tripods, tree trimming etc.

Most counties and all 911 systems have the MSAG Master Street
Addressing Guide.
Just a database cut and paste job.
Cut and paste doesn't do site surveys for each of those addresses.
