Only 1 streaming device

My question is how many streaming devices are there at any one given time.
4devices x15Mbs = 90Mbs
10Dx15M= 150M

PCC with Ques can do this for sure.
I use butch evans QOSbase3 for this at a couple Large hotels and have no 
complaints
