Cyc, SOAR and Novamente are all closer to strong AI than Google, since they can carry out a greater variety of intelligence-like functions.
 
According to my understanding, Google is not significantly more of a strong AI than "Virtual Kasparov chess" for the Gameboy advance....  Neither is a general intelligence, neither has any reflective capability, each does a particular thing and does it well...

Any application that supports various types of reasoning is closer to strong AI than Google.
Used algorithms are more important than the amount of data available for initial testing.

Ok, let's see:
1) Google reads Natural Language. Every natural language.
Google write Natural Language.
2) Google constantly learns. Learning affects Google behavior.
3) Google knows words and phrases. Google distinguishes between usual
and unusual (wrong/misspelled/...) words.
4) Google's memory is implemented in form of dynamic Neural Net.
5) Google has huge memory.

Now, it's your turn: what program is a better implementation of strong
AI than Google?
