Knowledge doesn't always exist in brains of human beings. If you have
a machine that measures temperature, the knowledge of current
temperature exists in the machine. If you build an AGI (which you
assume could turn out to be without qualia), it will have knowledge as

On the other hand, you need to come in contact with the fact in order
to obtain knowledge about it. In this sense, it can be said that all
knowledge comes through perception. See

But in all these cases, you don't need something usually referred to
as 'qualia' in between, unless you are willing to start answering your
question.
