Knowledge doesn't always exist in brains of human beings. If you have a machine that measures temperature, the knowledge of current temperature exists in the machine. If you build an AGI (which you assume could turn out to be without qualia), it will have knowledge as well. In this sense, it can be said that all knowledge comes through perception.
