Enact a new power-1 rule entitled "Complexity" with the text:

Promotor: 3
Referee: 2

Speaker: 0

Webmastor: 1
Again, just suggestions; I didn't put a ton of thought into these, and
I'm sure some will disagree. But I think something like this would work
for the initial values.
