The "Maniac" Patent Title
For several years, Agora had "sane" proposals, which were a special
case of democratic proposals that allowed every active player exactly
one vote, much like the regular democratic proposals of today.
In 1997, Oerjan proposed complementary "insane" proposals (Rule 1729),
which were identified by being written entirely in CAPITAL LETTERS.
Discussion of Voting on an insane proposal was forbidden, and all
voting was done privately to the Assessor and was strictly secret
until the end of the voting period.
At the end of the voting period, if no votes were cast FOR an insane
proposal, its proposer would win and gain the patent title of Maniac.
