@vg: In the last message I meant that I do not want to decide immediately and 
interrupt this review.

I would like to hear more comments and confirm that larger patch set is 
prefered.

Another con is that we may require additional modification every time we add 
MS Windows specific modules. If we choose
typedef wchar_t sal_Unicode;
the problem is limited to the modules which requires implicit compatibility 
between unicode and unsigned short. It seems to be less effort but if we face 
it we have to know the intension of the programmer.
