Please read this response carefully as the issues here are detailed and subtle.
Please don't react quickly. I have spent a lot of time organizing the info to
provide you everything you need to understand this problem and resolve it, but
you have to examine this bug report in its detail.
I am not certain that this issue is closable yet. I am not ready to just go use
Synaptic (or Aptitude which is where I operate at usually-- at the command
line).
Here is the issue:
1) For OpenOffice.org in general, the Ubuntu package repository provides
OpenOffice.org 3.1
2) The version of Base provided by this 3.1 install would not even open my
database.
3) Researching this issue, I came across a site steered me towards a manual
installation of OO.org 3.2 on Ubuntu to resolve the problem.
4) This manual installation process starts by removing *all* vestiges of 3.1
from the system via Aptitude or apt-get.
5) The next step was to download and install the .deb packages for oo.org 3.2
4) As I described initially in this post this fixed my problem with access to my
Base db, but it did so my explicitly *not* using synaptic.

5) This process is the only thing that gained me access to my database.
6) Every bone in my body tells me to be completely leary of *any* installation
through Synaptic, as this is just likely to load 3.1 dependencies.
7) The page with the downloadable extension for Report Builder that I used which
triggered this bug report, *explicitly* says it is for oo.org 3.2 and *above*.
This strongly implies I should want nothing but this version and that any
attempt to use Synaptic to install Report Builder will ruin my installation of
oo.org 3.2.
I know this is a bit confusing, but you guys must have this sorted out.
Here is what I suspect is the case:
There is a 3.2 Report Builder .deb package somewhere that I can install with
dpkg as I did the rest of oo.org 3.2

Also, at risk of confusing this issue even more, Report Builder is not the only
thing that has failed. All items in Base that reference a "Wizard" do *not*
respond when double clicked. Report builder is just one wizard that doesn't
work. However, the wizards for creating a table, a query, and a form also are
unavailable.

You like bug reports to be single issue. Well the single issue of *this* bug
report maybe should be changed to this:
When using the manual process to uninstall oo.org 3.1 and install 3.2 oo.org via
deb packages and dpkg, none of the wizards in Base function properly.
