Well, on the amiga MiamiDX offers IP-NAT 'hacks' for IRC-DCC and FTP.
The only drawback is those 'hacks' only monitor port 21(ftp) and 6667 (irc).
My computer connected to the internet is a pc running linux which also has
IP-NAT support with configurable port-numbers. so I have the range
6660-6670 in my config-file, I have no problems with DCC or ftp.

Also with passive ftp?
With the 'hacks' mentioned above it could work but it depends of course on
the OS you are using, I havn't seen those hacks in windows, but additional
programs (Wingate, Winroute) could provide that functionality
