In the USA I am not aware of any Federal law that prevents listening to government frequencies. They are considered directed communications and can not be used for personal gain nor be repeated or transcribed by the listener.
There are many local laws, however as soon as the constitutionality of the local laws are challenged (Regulatory rights for radio communication are reserved for the Federal Government) charges are dropped. These laws are maintained only for their nuisance value.
