I like the idea, but I'm not keen on using CTCSS. The reason is CTCSS makes it impossible to identify sources of interference. With CTCSS you still need to run high power in-order to overcome the interference but you never know what the interference is or which country it might be coming from. This means nothing will ever be done about the interference and illegal use of Amateur primary spectrum will only increase.
