You can define it any way you like - it's just a definition. The key question is - what difference does it make to you as the site owner? What will you do differently if it counts as 12 visits per day, or as one 24 hour long visit? He's not using exactly the same resources no matter which definition you choose. If you don't plan to do anything about it, then it's not information, it's just noise.
