Eh?  At the DoCoMo shop set up to handle the initial Android release
here is Japan I asked that very question.

Sorry, if that's true then it was my carrier misinformation and not a
flaw in Android. I apologize.

I was told no!

I was told I needed to get on one of their more expensive package
plans as a minimum plan would cost me $800 if an 80mb update came.
Even on the package plan, I'd be looking at the fee cap of $60.  I was
even asked to sign a waver stating I understood that -- in English
even here in Tokyo.  WiFi was stated as not being an option for
updates.

I guess the carrier is just pushing people onto their plans or maybe
the just don't understand well.
