Well, I just tried hardware acceleration out on my Nexus S running the stock ICS and everything that can possible be hardware accelerated is working fine. There is no lag in the wallpapers or widget selection or the pre installed apps. There were a couple of apps that didn't do well but they are both third party. My most graphic intensive game works much faster.
I don't know about the other Galaxy Nexus devices, but you may have a hardware problem.
