Did you acquire the package context before or after the uninstall? If before, it's eminently possible that Android is indeed keeping a record of processes holding package contexts and is only deleting the data once those processes have terminated. It is also possible that it's simply a question of time, that the package data is not deleted immediately upon uninstall but some moments later, and that requests from a package context will succeed in the interim.
