Carrier change doesn't change the IMEI - its inherent to the device.
(Unique id, oversimplified..)

The trick is "I know several people with an ADP who get OTA updates
with tmob images" and thats what I'm not sure of.

Android-discuss or maybe android-platform would be better. Or the adp
update group (http://groups.google.com/group/Android-DevPhone-Updating
- pita to find) which covers updating/support for the ADP phones.
