I think rule #1 when it comes to T-Mobile should be:

NEVER TALK TO A HUMAN!

Same goes with AT&T.

You can do everything you need to get a dev phone working through
their website. Talking to one of their humans is a counterproductive.
These people are trained to sell you stuff, expensive stuff with long
term contracts. Asking one how you can circumvent that is like asking
the IRS how you can avoid paying taxes. Then again, at least the IRS
agents don't get commission...
