Any unlocked phone. If you buy an Android device (say a Droid) for
development, you're already obligated with a contract so you really
have no choice. If you get a Dev 1 or 2 device, it's unlocked, meaning
you don't need to tell the carrier what you're doing, just configure
the thing and go. I did that with my phone (Google ION or Dev 2) on
AT&T, paid the extra $15 a month for the data plan and as far as they
know, I still have my old Razr.
