If you want a phone, you have a couple of choices:

1. Buy a dev phone for $399 plus the developer fee of $25.
2. Sign up for one of those expensive plans and get a phone for $199
or whatever.
3. Buy one off eBay and hope you get one that works for a reasonable
price.
4. Is there another option?

The phones sold by the telco's are subsidized by the contract. You'll
pay less up front but that $199 phone will end up costing you $2500.
You could also get a phone from a telco, sign up for the plan, keep
the thing a month and break the contract. That will run you $175 for T-
Mobile or $375 for Verizon. It's questionable if the Droid from
Verizon will work at all without a plan. Haven't heard absolutely that
it will, so I would be careful about doing that.
