It is no different from real time support in any Linux system, have you looked into the real time patchset for the Linux kernel? Again, see the real-time Linux project, they have these tools. But most importantly, why do you want such a thing on Android? It will reduce overall system performance, and you still have hardware latency problems that can cause issues that are outside of the Linux kernel's control. What are you trying to do here? Are the current latencies that Linux has (lowest of any operating system) somehow not sufficient for your needs?
