What you may be running into there is what version ID3 tag the MP3 is
using. If it is 1.0 or 1.1, it may indeed be limited to that smaller
number of characters. With v2.x it takes a LOT more characters. I'd
point you to http://www.id3.org, but it appears to be down. iTunes will 
let you specify which version of ID3 tags are used for a particular MP3 
(or range of MP3's).
