Wally, Wasn't sure from your email...is it just to one library, or are you getting this when sending to a variety of libs via Ariel? If only one, it may actually be a problem on their end where it's not indicating correctly that it has been received. If this is happening when sending to various libs, then obviously that's not the issue.
