Let me see if I have this straight (from your text below...) You installed a fresh 6.03 and upgraded it to 7 ARS Server. Is this a new server box? If so it looks like you do not have an AR Server license for this box. I believe ITSM 6 require a Server license.
What the support note is stating: If you are Upgrading your Server from v5.x (or below) to version 6 or higher you need to have your file upgraded. - OR - If you are Upgrading your ITSM application to version 7. I've exported ITSM 5.6 App. Licenses (the same Site:"Contract ID" and Host ID: *site*) from PROD (ARS 6.03) and imported them into ARS7/ITSM6 box. I can see all of them (HD, CH, AS) in Admin Tool (Format 6.0, Help Desk User Fixed ...) but can not assign them to User. There are no Help Desk licenses available.
